A fully-packed schedule of study

Our english course required to write an academic paper which there are over half of the class fail each year. I have no idea why the uni does not change their marking system and just continue to let students write the "fail" paper each year. Also, there are no guide lines for writeing the paper; and the "guidelines" are only distributed after the papers are marked
